*** UPDATE as of 3-9-2025:
We have awarded a contract for some grading and gravel for all main roads and some side roads where there are potholes. We continue to have contract discussions regarding structural work to address stormwater drainage issues. Contractor work will depend on weather. Need a few dry days in a row for effective roadwork to be done. See home page for updates.
The contractors we have talked to, all consistently tell us similar recommendations for what needs to be done to keep a dirt road passable as a dirt road. To minimize potholes in the wet season and dust in the dry season, the road needs more than just periodic grading. We get more potholes where the storm water sits on the road and has no place to drain. If the stormwater isn’t purposely directed, we get ruts where we don’t want them. So, the slope of the road and the drainage on the sides are critical. Also, the base of the road and existing potholes need to be turned up, contoured, and repacked. This is expensive work requiring larger equipment, but once done, would make the future maintenance easier to keep up with. We are trying to get bids for a contractor to do general maintenance (grading and gravel) and also this road base and drainage restructuring work in affordable sections.
At the urging of community members, the Board agreed to contact the HOA attorney to inquire about the potential for obtaining compensation from the recycled asphalt contractor for the damage done to the road during the last grading they did under "warranty" work. Information was sent to the attorney in January. The attorney recommended that we have a different road expert assess the road and provide a repair estimate. Then we would have to give Bear Creek an opportunity to fix before proceeding with legal action. We have not been able to obtain a separate assessment and need to get roadwork done. We have video documented the condition and will use that if we continue. See minutes of meetings for further information.
As requested by the community at the December HOA Board meeting, the Board set up a separate meeting for the community to discuss the County's proposal regarding the Rasor Road Improvement District (RID). The meeting was Saturday, January 25, 2025. Notes and information are posted on the RID page.
As of 8-13-2024: PUD completed the work and culvert work is done. No further updates at this time.
The current Board established several committees to split up the work to focus on items of interest to the community. One of those is the Road Committee. It is chaired by our Vice President, Mark Case. Community members are welcome to join any of the committees. Send an email to the Board email or reach out to Mark if you would like to join. The committee will help with getting bids, reviewing bids, assessing roads to see if they need work, etc. This is not a roadwork crew and doesn't require you to be out on the road working. However, the Road Committee may help with organizing work parties or making recommendations in that regard. Thanks to those who are helping and to the many who have helped on the roads in the past!
